Is this applicable to YSM?

Last year our company would spend anywhere between $2,000 - $4,000 per week on YSM! but in January 08 we started experiencing 15% CTR (vs. a previous CTR of 4%) and having our daily budget maxed out in the first couple of hours. Yahoo! have done nothing about it and now the SERPs for our keyword are dominated by listings that we know are all from the same company.

Any ideas?
